This washi has a clear backing that must be peeled off for it to be sticky. It can be tricky to peel at first. When cutting a piece off, it's recommended to leave the backing sticking out a bit longer than the tape so it's easy to peel next time you use it.
These are considered "B-grade" misprints because the design was printed smaller than normal.
